Legge di Bilancio 2026: Tutte le novità per Famiglie, Imprese e Fisco
Il Consiglio dei Ministri del 17 ottobre 2025 ha approvato il disegno di legge per il Bilancio di previsione 2026, una manovra da circa 18 miliardi di euro medi annui pensata per sostenere il potere d’acquisto delle famiglie e rilanciare la competitività delle imprese.

1. Novità per le Imprese: tornano i Super Ammortamenti
Dopo anni di crediti d’imposta (come Transizione 5.0), il Governo sceglie di tornare al sistema delle deduzioni maggiorate per l’acquisto di beni strumentali nuovi.
- La misura prevede una maggiorazione del costo di acquisizione del 180% per investimenti fino a 2,5 milioni di euro.
- Per gli investimenti green, l’agevolazione sale al 220% sempre entro la soglia dei 2,5 milioni.
- È stato stanziato un fondo di circa 4 miliardi di euro per sostenere questo piano, che punta a invertire il calo del 1,3% degli investimenti in macchinari registrato nel 2024.
Questa scelta favorisce soprattutto le aziende in utile, permettendo di abbattere l’imponibile fiscale direttamente in dichiarazione dei redditi.
2. Fisco e Lavoro: meno tasse in busta paga
La manovra conferma l’attenzione verso i redditi medi e bassi con interventi mirati sull’IRPEF e altri bonus:
- Riduzione IRPEF: L’aliquota per lo scaglione tra 28.000 e 50.000 euro scende dal 35% al 33%.
- Flat Tax: Confermata l’aliquota al 15% per i redditi da lavoro dipendente o pensione fino a 35.000 euro.
- Buoni Pasto: Aumenta la soglia esentasse per i buoni pasto elettronici, che passa da 8 a 10 euro.
3. Sostegno alle Famiglie e Sanità
Per contrastare l’inflazione e sostenere la natalità, vengono stanziati circa 3,5 miliardi di euro:
- Bonus Mamme: Rafforzato il contributo per le lavoratrici con almeno due figli, che passa da 40 a 60 euro mensili.
- Carta Dedicata a te: Rifinanziato il contributo di 500 euro per l’acquisto di beni di prima necessità (per ISEE fino a 15.000 euro).
- Sanità: Previsti stanziamenti aggiuntivi per oltre 2 miliardi nel 2026 destinati a nuove assunzioni e alla riduzione delle liste d’attesa.
4. Pace Fiscale: un’opportunità di ripartenza
Una delle misure più attese riguarda la nuova pacificazione fiscale per i debiti affidati alla riscossione fino al 31 dicembre 2023. I contribuenti potranno regolarizzare la propria posizione pagando in un’unica soluzione o attraverso un piano di 54 rate bimestrali distribuite in 9 anni.
Questa misura è fondamentale per chi desidera tornare “in bonis” e riacquistare credibilità finanziaria per futuri progetti.
